This my fellow pilots is a very cool and powerful program. Again it is NOT FREE but parts of it are. The parts we're interested in are CPU Affinity, ProBalance mode and Gaming Mode. You can specify what cores runs ROF and what core/cores run the peripherals like TrackIR and Teamspeak and your mouse. You can do this w/o this proggie but the setting doesn't stick and has to be done every time you run the program! The program costs 28.95 USD. You may want to buy it. There are 32 and 64 bit programs.
Next is: ProBalance Mode: Process Lasso's most popular feature is the unique process optimization technology called ProBalance (Process Balance) that will improve your PC's responsiveness and stability through process priority optimization and/or CPU affinity adjustments. Windows, by design, allows programs to monopolize your CPU without sufficient restraint -- leading to hangs, micro-lags, and delays in your keystroke or mouse actions. ProBalance intelligently adjusts the priorities and/or CPU affinities of running programs, on-demand, as-needed so that badly behaved processes won't negatively impact the responsiveness of your PC. ProBalance works by LOWERING the priority of select background processes in high loads, NOT raising priorities.
Finally, Gaming Mode to auto-optimize for game processes, when they are running.

Process LassoAs an example: I have specified that Gaming Mode be turned on for ROF and that Probalance DOESN'T restrain its use of the computer. That both of my dual cores share. I have specified that it has the Highest Priority when running.
Also:
Mouse uses core '1' which is actually core '0' - don't ask goofy computer terminology :-)
Track IR uses core '1' <=== for IL-2 & ROF
Teamspeak uses core '1'
Ventrilo uses core '1' <===== for IL-2
